Message	it's just that the test station is only a smog test station or a smog test station AND smog repair shop. They did it so that the state could watch more closely the shops that were doing the smog tests. Based on the age of the vehicle and its previous smog tests (passed or no pass or fail horribly which ends up being gross polluter) they can send you to the STAR test only stations.
